Why?
It should be because with H.I.V. people can die and need the medical care. With roads, people can live without for a while. H.I.V. is really bad because you will most likely die from it. The U.S. should give money to it so that more people wont get the AIDS virus. Children most likely get it from there parents if they had it. It is killing more and more people every day.
B. Propose a convincing (plausible) solution to the problem.
There are lots of ways the U.S. can help with H.I.V. spead in Nigeria. First they could use money to get people educated about H.I.V. and AIDS. They could have people come and talk about it and hand out condums to everyone, to get it well know that people can die most likely from AIDS or H.I.V. We could have doctors come and check people (If they want) to see if they for sure have H.I.V., and what they should do about it.

The U.S. can send some of its surplus to feed Africa until the problem is solved. Then the U.S. can focus on other problems.
