The numbers of English Language Learners (ELLs) in the United States have been increasing steadily. Many of the ELLs are educated in the general education programs, but monolingual teachers have not been prepared to meet the language needs of the ELLS. Most of the preservice teacher education programs and professional development programs for inservice teachers do not address issues involving second language acquisition or multicultural education consistently. In this study, monolingual teachers were surveyed on two parts of a modified version of The Survey of Bilingual Teachers' Epistemology and Teaching Practices (SBTETP) to explore the classroom practices of monolingual teachers of ELLs. The data was analyzed and the results indicated that the monolingual teachers did not engage in effective practices frequently. A professional development program was designed, based on the areas of need. The professional development program was also evaluated by experts in the field.
