Norm is a long-time leader of K-12 education in Illinois. He has served as a teacher, principal, school business official and school superintendent, spending most of his career in Morton, Illinois. He is a recognized expert on education finance and has advised the State Superintendent, State Board of Education, and numerous school districts on financial issues. He has successfully led grassroots efforts to pass state laws to strengthen educational leadership. His areas of specialization include consolidation studies, fiscal and human resources, evaluation and supervision, community relations and strategic planning. He is active in numerous state and national professional organizations.
Norm co-directs the Center and lends his K-12 expertise to various research and policy projects, while also teaching courses in the Department of Educational Administration and Foundations. He has recently expanded his policy interests to include civic leadership, and currently serves as the mayor of Morton.
