Generalizations from the individual programs to broader state policy implications are desirable and two types will assist the Board: (1) guidelines to selecting the kinds of programs it would be effective to support in the future; (2) conclusions about the substantive goals of the grant program. The SWEAT project will examine what has been learned that other colleges and universities, school districts, and state agencies can use to improve teacher quality. Dr. Paul Vogt of the ISU Center for the Study of Education Policy is chairing a team of professional evaluators from universities across the state in carrying out this project.
