"The primary purpose of the Illinois State Education Law and Policy Journal (formerly Illinois School Law Quarterly - ISLQ) is to provide a forum for the interchange of ideas, theories, and issues on various aspects of school law and policy among practitioners, professors, and attorneys. The emphasis is on analyzing issues in school law and policy to develop new theories that explain current and past developments in the law and policy matters and to provide the theoretical framework to anticipate and predict future developments in school law and policy."---Elizabeth Timmerman Lugg, J.D., Ph.D.

 

Dr. Lugg is a licensed attorney and an Associate Professor in the Department of Educational Administration and Foundations at Illinois State University. In addition to teaching and conducting research in the area of education law, Dr. Lugg represents individuals and organizations in controversies dealing with education.
