Clinical Experiences and Certification Processes (CECP)

Student Rights and Responsibilities

The following are enunciated rights and responsibilities of students at Illinois State University relative to admission to a teacher education entitlement program, retention in such a teacher education program, and recommendation for certification.

A. Admission to a Teacher Education Program

1. Rights

a. The student, having been admitted to Illinois State University, has the right to apply for admission to a teacher education program provided he/she is an approved major and minor field of study or a teacher education approved comprehensive major and has met the standards as enumerated in the University’s undergraduate catalog under "Teacher Education Program Requirements."

b. The student has the right to appeal decisions relative to his/her admission to a teacher education program consistent with the procedure described in the Guidelines for Submitting Student Appeals section of this document.

2. Responsibilities

a. The student is responsible for attaining and maintaining appropriate standards for admission.

b. The student is responsible for following his/her catalog’s admission procedures.

B. Admission to the Student Teaching Program or other Clinical Experiences

1. Rights

a. The student has the right to a student teaching assignment providing all of the requirements are fulfilled as stated in the University Undergraduate Catalog under "Clinical Experiences in Teacher Education."

b. The student has the right to appeal decisions relative to his/her admission to the Student Teaching Program or other clinical experiences consistent with the procedure described in the Guidelines for Submitting Student Appeals section of this document.

2. Responsibilities

a. The student has the responsibility to attain and maintain all of the stated requirements for student teaching.

b. The student has the responsibility to be thoroughly familiar with the Illinois State University undergraduate catalog and the handbooks distributed for student teaching.

C. Dismissal from the teacher education program, including clinical or student teaching experiences

1. Rights

The student has the right to appeal his/her dismissal from the teacher education program, including clinical or student teaching experiences, consistent with the procedure described in the Guidelines for Submitting Student Appeals section of this document.

2. Responsibilities

The student has the responsibility to be well informed regarding the appeal procedure and to follow said procedure.

D. Evaluation of the candidate’s progress toward recommendation for certification in courses, clinical or student teaching settings, or any other regularly provided or required activity having a direct bearing on the candidate's being recommended for certification.

1. Rights

a. The student has a right to be recommended for certification when he/she has completed an Illinois State University entitlement program in teacher education.

b. The student has the right, consistent with the procedure described in the Guidelines for Submitting Student Appeals, section of this document, to appeal any evaluation of his/her progress toward recommendation for certification in courses, clinical or student teaching settings, or any other regularly provided or required activity having a direct bearing on his/her being recommended for certification.

2. Responsibilities

a. The student has a responsibility to pursue any questions of evaluation with appropriate instructors at the time of the latter’s assessment of the student’s work.

b. The student has the responsibility to complete and return to the Illinois State University Office of Evaluations an "Application for Teaching Certificate" along with an application for a degree.

E. Failure to recommend the candidate for certification, when requested, in a timely manner

1. Rights

The student, having been denied recommendation for certification, has the right to appeal this denial consistent with the provisions of Guidelines for Submitting Student Appeals section of this document.

2. Responsibilities

The student has the responsibility to follow the procedures established for the appeal of such denial.
